This thread is to discuss USMS top 15 fugitive Miguel Torres. Torres is wanted for the 2005 shooting of his ex-wife to death in broad daylight in front of the bank where she worked. AMW aired Torres twice last year, on Fox's 2-hour Crimes Of Passion Special and again on Lifetime in June. Torres was born in New York. He is half-Dominican and half-Puerto Rican and can be in either the Dominican Republic or Puerto Rico. I really hope to see him caught. Actually Torres has been wanted since 2005. www.readingpa.gov/content/miguel-angel-torresFor some reason I really don't understand as to why Torres hasn't been caught yet. AMW's captured fugitives in the Dominican Republic and Puerto Rico and Torres has no known connections to organized crime. He's probably travelling between the Caribbean and the United States.

Prepare to be outraged. There's a new article out from the Reading, Pennsylvania (where Torres allegedly committed his crime) Eagle that states authorities believe they know where Torres is hiding in the Dominican Republic, but that the country is not being very cooperate, and he may be getting help from corrupt officials: readingeagle.com/article.aspx?id=450994AMW has had a decent capture rate in the Dominican Republic. Seven by my count. There was also an article out last year that there was mutual extradition between the us and DR should anotherAMW fugitive believed to be hiding there, Peter Castillo, be caught there. Derek has mentioned it several times and I agree that international fugitive apprehension is extremely frustrating. Whatever your disagreements with the US, why you won't extradite someone accused of cold-blooded murder and choose to let them get away with it is beyond me. Enough is enough. If Torres is in the Dominican Republic, he needs to come back here.

It's even worse when you consider that Torres was born in New York State (according to his USMS 15 MW Poster). Anyway, we can add yet another fugitive who can seemingly flee to a Latin American nation and not have the local authorities doing practically nothing to apprehend him/her. I'm starting to think the problem is that those nations are so focused on apprehending narcotics-related fugitives (not that I blame them) but other violent offenders aren't given a priority to be extradited based on their extradition policies.
Sorry to get off topic but judging by the fact that Torres may be getting help from corrupt officials, can we possibly assume that Fidel "Tonorio" Urbina may be getting the same (for different reasons of course). Although Federal Mexican officials have obviously looked for Urbina, it may be the case that certain state or local Law Enforcement agenices in Mexico have invested interests not to see Urbina apprehended.

Is Urbina that wealthy or have wealthy family members though? For example, is Bernando Urbina, possibly related to him, that influential? I'm not disagreeing with you, just wondering.

The Bernando Urbina mentioned by the FBI informants either was a henchman for powerful businessmen involved in the murders or was seriously involved himself. Judging by the fact that he was allowed to show off pieces of the victim's hair as "trophies" to customers at his restaurant, it's more then likely that he was seriously involved in the murders. What you have to realize is that the Juarez Drug Cartel at the time had some influence over practically every major business in Ciudad Juarez (except for roadside taco stands and the like). Most of the business were built on narco-money and many laundered money in some way to the cartel. Business people in Ciudad Juarez do have connections to organized crime just as the police and governmental officials do. I know it sounds weird that an illegal immigrant, who worked as an auto mechanic and lived in an apartment in Chicago could have connections to corrupt officials in Mexico. One must wonder then as to why a 2006 arrest attempt in Fidel's home state of Durango, Mexico didn't work (family informants traced him back there but for reasons unknown, he wasn't apprehended).

Not sure. Wondering if he pulled an "Anatoliy Valenko" and fled for really no reason or if he figured they were getting onto him, article or not, and fled. And forgot the most important part for this forum. So far nothing to indicate he's direct. But wouldn't it be cool if he was an amw.com capture?

P.S. This is the first featured message board fugitive from AMW's three main lists (USMS, FBI, Dirty Dozen) that I've had to move to the captures section! Glad to see Torres was the first one!

I notice a family member thanked AMW on their Lifetime page message board so it has me wondering if AMW might have possibly played a role. I'm really grasping at straws here since I'm desperate for a direct capture. I have seen many times where a fugitive is caught indirectly and even though it's not AMW that's the reason they're caught, a family member will still thank them for bringing attention to the case. But I'm trying to find any little reason I can to be hopeful!
