From the East Bay Times website (2005 article):
LOS ANGELES — Authorities are seeking new leads on two fugitives who escaped a sweatshop raid in the suburb of El Monte a decade ago, in which more than 70 Thai immigrants were freed from slave-like
working conditions.
The Aug. 2, 1995 raid by state and federal agents found the workers living 10 or more to a room with no air conditioning, working 16-hour days, and seven days a week to sew clothes, Immigration and Customs Enforcement Special Agent Phil Bonner said Monday.
Eight people who ran the sweatshop were convicted in the case but two men involved in the ring were never caught. Sanchai Pongrapin, also known as Sanchai Manasurangkun, and Chavalit Manasurangkun were in Thailand at the time of the raid, said Bonner, who worked on the original case.
“We are still looking for them,” he said.
The owners of the sweatshop brought the workers over from Thailand with false visas and then confiscated their passports. They often threatened to go to Thailand to “visit” the homes of the El Monte workers’ families if the workers did not produce enough clothes or tried to run away, Bonner said.
“They’re very slippery,” he said of Pongrapin and Manasurangkan. “They could be doing what they did before. It could be anywhere in the world. Hopefully they’ve crossed other people along the way … and these people may come forward and tell us where they’re at.”
The garment workers eventually received more than $4 million in settlement agreements.
Another 70 Hispanic workers, who worked in a finishing facility run by the same company, also were part of the settlement.
Mervyn’s, Montgomery War & Co., L.F. Sportswear and B.U.M. International were among the companies who agreed to settle the case with the workers, although they denied knowledge of the workers’ living and working conditions.

Thoughts? Seems sort of similar to the Woravit "Kim" Mektrakarn case that was on "The Hunt with John Walsh". I should stress the above article is from 2005 so some details may be outdated by now but for the most part it's probably pretty accurate. Sanchai and Chavalit are still on the Interpol website as wanted fugitives as of this posting date (7/31/2018). It would seem based on the urls that Red Notices (which for those who don't know what they are I'd describe them as like international arrest warrants) were issued in 2008. No physical profile statistic information such as height weight etc... was provided on Sacnahi's website poster, only Chavalit's,
Interpol has a website contact form for anyone with information on Sanchai and/or Chavalit Manasurangkun's whereabouts: www.interpol.int/Forms/Wanted_persons/(subject)/Wanted-MANASURANGKUN%20CHAVALIT/(notice_id)
Since the two are wanted out of L.A. County, I'm assuming you could also contact LAPD Crime Stoppers: www.lapdonline.org/la_regional_crime_stoppers
