Ket Somsana is the last suspect wanted in connection with the homicide of 17-year old Vilay Inthisane. The following case details were provided by Newspapers.com articles.
Vilay was celebrating the Laotian New Year at a local park when a group of people came up to the group that Vilay was in. Gang signs and words were exchanged and shots were fired at Vilay's group.
Vilay and his friends fled for their lives in a pickup truck. The people from the other group, including Ket Somsana followed them in a car. Authorities say that Ket Vichitvongsa fired additional gunshots into the truck, killing Vilay.
Vichitvongsa, along with Keung Vanh and Songsatith Thongthipvoravong were arrested in connection with Vilay's homicide. All three of them were convicted in August of 1996. Most disturbingly is that Vichitvongsa and Vanh were only 16-years of age as that at the time of the crime.
Unfortunately, Ket Somsana has never been arrested and remains a fugitive to this day. The FBI issued an UFAP warrant for Somsana on August 31, 1995. That warrant is still active to this day in PACER and has had no updates since it was issued.

Thoughts? As of today, March 29, 2021, the open UFAP case against Ket Somsana in PACER proves that he is still a fugitive as of this posting. A lot of UFAP warrants in PACER I notice have been dismissed without prejudice simply due to age and I presume a lack of leads. Thankfully, this one is still active so we have an actual reference. It's helpful because I have never found a way to track Fresno warrants locally.
Also I found out through "research" that Ket Somsana was on AMW at some point between 1995-1998. The problem is that based on Newspapers.com searches, there hasn't been any publicity on this case since 1997.
Three of the four individuals involved in Vilay's homicide have been held accountable. I do not consider this case fully resolved until Ket Somsana faces a court of law for his alleged involvement. He apparently was not the gunman, however in the eyes of the legal system, any participant in a homicide is just as guilty as the actual shooter.
Finally, at the time of UFAP warrant being issued, the FBI believed that Ket fled to Oregon. The questions is if he's still in the United States, or if he potentially fled to Southeastern Asia. Either possibility makes sense, especially with the overall lack of coverage on this manhunt.
