He also has two unidentified tattoos on his left bicep. Remarks: Willingham has ties to Memphis, Tennessee. He may travel to Arkansas and Alabama. He reportedly is a heavy drinker and uses drugs. He is known to carry a 12-inch knife. TIPS: The FBI and the Tate County Sheriff's Office in Mississippi are offering a $5,000 reward for information leading to the arrest of William Willingham. Below is the FBI wanted description of his case: "William Willingham is wanted for kidnapping and rape in Tate County, Mississippi. On December 22, 1998, Willingham is alleged to have tied up his girlfriend in her bedroom at her residence, and proceeded to the next room to rape her daughter. Willingham's girlfriend managed to free herself and went to the aid of her daughter. However, Willingham allegedly brandished a knife and forced his girlfriend back into her room. He then returned to the room of his girlfriend's daughter and allegedly continued to rape her. Willingham soon fled the residence. On March 4, 1999, Willingham was indicted by a Tate County, Mississippi Grand Jury for statutory rape and kidnapping. A federal arrest warrant was subsequently issued after Willingham was charged with unlawful flight to avoid prosecution." Thoughts? In my opinion the reason Willingham has remained free for 16 years is the only pictures there seems to be of him is rather grainy and not that great. We all know from our AMW watching days some times that's enough (I felt the photo of Dean Myrie during the Lifetime season was terrible but they wound up catching him with it), but a over a decade and a half makes facial recognition less likely. So if he's going to be reeled in via a public tip, it will be someone who recognizes his tattoos. With a grainy old photo and only a 15 seconds of shame profile on AMW, it's sadly not that surprising that William Willingham is still out there 16 years later. Since he's worked as a tractor driver, he could be working on a farm somewhere in the rural Deep South.

Is there the possibility that William Willingham may have a drivers license and we could also use that photo of him too? Willingham shouldn’t be too hard to locate if there were some added publicity and more better images of him.

Willingham is obviously still at large as of this update (7/14/2018), since he is still on the FBI's website. Just for reference purposes wanred to provide an additional link to track Willingham's fugitive status. Unfortunately they currently don't post videos online but I can confirm Willingham was mentioned on a "Most Wanted" segment on HLN's "True Crimen Daily" on their July.16th, 2019 broadcast.

Just a thought, but does anyone think Willingham is Ten Most Wanted criteria? He did rape a minor at knifepoint and threatened to kill her mother.

I think he is definitely top ten material. The problem I see is on True Crime Daily they said the photo we see in the OP ia the only photo available of him, so it may be hard to catch him off the public recognizing him, which is part of the criteria for the list versus cold cases where they may be more to work with.

I think they are able to obtain more images if the chance presents itself to add him to the list, however one must look into whether or not Willingham’s family is cooperating with law enforcement. I think known associates or friends could also have pictures with him as well and they could be used too. He’d be the perfect FBI Top Ten Contender should a slot open up whether it’s a Long timer or a recent fugitive.

Since that’s the only photo, that means the cops haven’t taken mugshots of him, so odds are, he probably has never even been arrested, and thus, no fingerprints to work with.

Apparently this is the first time in years the FBI has bumped up William Willingham on the crimes against children section, hopefully it can give this case a bit more attention.

You know what might help in this case is if they had artist renderings of his tattoos. His photo is of poor quality, but someone could easily spot his tattoos and report him.

There finally seems to be a new albeit still grainy photo of Willingham on his FBI profile- there's also now an age-progression photo of what he might look like now at age 60 as well. My previous thought was there wasn't enough photos of him to be a viable top ten candidate, but with the somewhat better photo and a decent age-enhanced sketch, perhaps this changes things:
