Cesar Campa Avila is wanted for the homicide of his girlfriend, 37-year old Iracema Quiroz. The name of the victim was found in Newspapers.com archives. Cesar allegedly beat Iracema to death in an unprovoked attack.
Cesar may have fled to either Yuma, Arizona or across the border in San Luis, Mexico. Even more disturbing is that Cesar may have committed a previous homicide in Mexico. Cesar also uses drugs and alcohol heavily.

Thoughts? As of today, November 23, 2023, Cesar's felony case in Monterey County's court records database has no recorded events since the warrant was issued in 2001 (except for the case file being scanned). I checked PACER and did not see a UFAP (Unlawful Flight To Avoid Prosecution) case for Cesar.
I do hope that Iracema's family will get the justice and answers they deserve. This will be a difficult case to resolve because we only have one photo of Cesar and the quality is not good.
