Israel Hurtado Cardoso is wanted for the vehicular homicide of 43-year old Blanca Ramirez, a mother of four. This is according to Dallas Morning News archives and the Dallas County Odyssey court records database.
Authorities say that Israel was driving while both unlicensed and uninsured. Israel allegedly lost control of his vehicle while speeding and struck and killed Blanca who was walking on the sidewalk. Israel then fled and his mother claimed to authorities that she did not know his whereabouts. It is believed that Israel fled to Mexico.
Blanca was a full time stay at home mother who was walking to pick up one her children from school. A resident in the Dallas Morning News article was quoted as saying "kids drove through that intersection as if they owned the neighborhood". Drag-racing was a huge problem in that area (but was not directly related to Blanca's vehicular homicide).

Thoughts? As of today, July 22, 2024, Israel has an open manslaughter case in Dallas County's Odyssey court records database. There have also been no filings since 2004. I checked PACER and did not see a UFAP (Unlawful Flight To Avoid Prosecution) case for Israel.
I should also clarify that this post is only for public awareness purposes and is not being used for commercial purposes. The photo of Israel was edited in the Remini app so that anyone that registers on this site can get a better look at him. They can also view the difference between the two photos on their phone without needing to register. The primary purpose of this site is for readers to recognize fugitives so that they can provide tips to law enforcement. This needs to happen so that the victims and their families can get justice and to improve public safety.
I do hope that publicizing Israel here can generate new leads in the manhunt for this very dangerous motorist. If Israel was involved in drag-racing while in Dallas, he may still be doing the same to this day. I do not trust him as an older adult with being responsible while on the road. Blanca's family, especially her four children deserve justice and accountability in their loved one's case.
Also, just my private citizen opinion, but it is unlikely that Israel's mother did not know where her fugitive 18-year-old son fled to.
