My guess is gang related. See the graphic for more details and to follow along. You can find stockton by going right from san francisco until you hit manteca, and then going north so you can find stockton (split by the 5 freeway). It conveniently has local gangs from a native californian posted on there, and their respective territories.

Forgive me for it being in japanese, currently in japan rn. This is the murder scene, roughly. To the right you can see the blue area which is a crip gang known as the Little Ruthless Criminals. To the south you see the red, known as the Kelly Drive Gangsters, which are Norteños (mexican gang representing north of eastside bakersfield).
Generally speaking, California gang politics is fairly segregated, and while you do have outliers in race and gang, they are the exception and not the rule. My vote is on the Little Ruthless Criminals.

Now why would they be there? Who knows. Crips historically have got along with Norteños better than Bloods, and Bloods tend to favor Sureños (dont mistake this for being allied, and nowadays the water is even murkier as sets from the same gang will fight with each other). But this is still a little significant on the streets.

The way they pulled up on an individual outside of a known hood/varrio, isolated him and shot him, within a residential, makes me think this is very unlikely that it’s a spur of the moment murder and is premeditated, or even hired for some reason. Its uncharacteristic of a gang/gang members to do this, and really hasnt been seen in california since Timothy Mcghee from toonerville rifa in LA (a crazy rabbit hole if you’re interested). Stockton also has a reputation for drive bys.

This would fit the modus operandi of the crips in that neighborhood..having some kind of knowledge of the victim, and where he was generally at, the question is how.

Onto the murder scene. Not too much to note here other than the neighborhood, and in particular the street the victim was on, was a loop. If you look on the fbi page you can see that the car was in the midst of turning and quite possibly did a u-turn or a 3 point. The reason I think this is i think i have located the area the car drove by based on a couple surrounding features in the pictures along with the fbi description of it being in the ‘3800 block of fairburn’. Its at a T intersection in a decent residential neighborhood. In the fbi picture i will reference, you can see the little electrical box on the ground, the white car, and the shadow of the basketball hoop.

For the victim to be on 3800 block they must be parked close to or on the corner as the street name changes close to the elbow of the loop (not pictured). These guys made a 3 point turn when they could have drove past, meaning they probably weren’t familiar with this particular neighborhood and layout. If i were them, i wouldn’t want to hang around in the area to do a 3 point turn, and it looks like this was a mistake as it seems the corner house has a camera on it for some reason. You might have had your picture taken but you wouldnt have both sides of the car, and therefore possibly a license plate exposed, as well as taking longer to get out had they not potentially done a 3 point.
