Leo Burt has a unique place in FBI top 10 history- being one of the rare fugitives to get removed from the list while still at large and still believed alive. He was placed on the list in September 1970 and removed in April of 1976 which is also highly unusual to be taken off after such a short stay.
Anyway here is the alleged crime: Leo Burt was a radicalized young man in 1970 that along with others were anti-Vietnam protestors. Him and three other men bombed the Sterling Hall building at the University of Wisconsin-Madison campus, as a protest against the university's research connections with the US military during the vietnam war.
The bomb was supposed to destroy the Army Research Mathematics Center (AMRC) but instead destroyed other parts of the building, killing Robert Fassnacht, a researcher in the physics department that had nothing to do with the AMRC.
Pakman, a poster from the currently defunct AMW.COM forums, had a theory I agree with that the reason Burt was removed was because he was no longer considered a threat to the general public. He was protesting the Vietnam War which was over and not to mention an unpopular failure in 1976.
However, a man still died as a result of his actions and justice should still prevail, even 43 years later. The FBI is still actively searching for Burt despite his removal, and AMW profiled him a few times, including September 2007 as the "Ghost Of Wisconsin." If alive, Leo Burt is believed to be around 64 years old today.
The closest police ever came to catching Burt was after his placement in 1970 when he just escaped from an apartment building in a town in Ontario, Canada. Some recent possible sightings include a homeless shelter in Denver, the St. Catherine's area of Canada, and the most recent AMW tips placed him in the Lakewood, Washington area in 2010.
