A Pattern of Abuse
From the outside, they looked like any other happy family in Norfolk, Va. Guillermo Ramirez lived with his girlfriend, Kim Fish, and her young daughter, Amber. Ramirez seemed to dote on Amber, taking her to the movies and out for ice cream.
But that was the public face of their relationship. What happened behind closed doors was absolutely criminal.
One day, when Amber was just 5 years old, her mother left to play bingo, and Ramirez made his move. He molested Amber, and this was the beginning of years of torment that Ramirez inflicted on her.
Week after week, Ramirez continued to molest Amber. As Ramirez's abuse continued, he warned her that if she told anyone what was happening, he would kill her. To reinforce his threat, police say he would keep a small gun or a knife nearby.
Finally, when Amber was 11, she went off to live with her father, and that's when she finally had the chance to tell someone what had been happening to her.
Ramirez Escapes The Long Arm Of The Law
Police arrested Ramirez in 1992, but authorities say he was allowed out on on bond and made a run for it. Two and a half years later, the law caught up to him, and this time he was forced to answer for his crimes.
In May 1996, Ramirez faced charges for molesting Amber, but shortly after his trial started he pleaded guilty. Prosecutors say they requested that his bond be revoked, but the judge allowed Ramirez to go free. Police say that true to form, Ramirez took off.
With Ramirez a free man once again, 16-year-old Amber wrote a letter to America's Most Wanted asking for help. In 1997, AMW broadcast her story and showed the face of Guillermo Ramirez to the world. But despite the publicity, Ramirez managed to stay beneath the radar.
For years after that, Amber says she lived in fear, waiting for Ramirez to get caught. Finally, Amber got tired of waiting and used her contacts at AMW to find out what was going on with her case.
She soon discovered that not only was Ramirez still on the run, but the outstanding charges against him had been dropped in a routine purging of old cases. Prosecutors say they hadn't meant to let Ramirez off the hook and immediately made sure the charges were reinstated.
Justice For Amber
More than a decade has past since Amber first wrote those words to AMW, but they are just as true as ever. For Amber, there will be no peace until Ramirez is behind bars.
Despite the pain she's endured, Amber is trying to rebuild her life.
"Life has been a roller coaster," she said recently, but she's hoping that this crazy ride will end with the capture of Guillermo Ramirez.
Thoughts? The above was from the AMW archives. As the archive mentioned, Ramirez was first aired on AMW in 1997. He was again aired on December 4th, 2010 and was also on AMW's website as "My Story" feature where Amber wrote her thoughts and feelings about the case and the man who allegedly caused her so much pain and anguish. (I only edited it out her quotes as to not confuse readers with the mixing in between of quotes and facts, her words are available on the below archive link).
Also, one possible clue is that in the 1990's at least Guillermo went by the nickname "Willie."

UPDATE: I could not find any new articles online about this case in the past few years. As far as I can tell, Ramirez is still at large as of this update (7/23/2018), since I haven't found anything online suggesting otherwise. However, if anyone has any updates/proof-of-updates one way or the other, they are always more than welcome to let us know.
