During the struggle the suspect threw the victim to the ground which caused the victim's skull to fracture, which led to her death."

Thoughts? Unfortunately a lot has probably changed in 22 years, including Velarde's looks, likely whereabouts,etc. However, this is still a dangerous alleged individual and he's still young enough (he'd be 45 today) to be a dangerous individual. And yeah, when you set out to rob someone, and they die as a result, it doesn't matter if your intention was just to take money. They're dead because of your illegal act. That's murder.
