One evening in 1991, hundreds of people attended a large dance event at the Sonoma County Fairgrounds in California. Two men, 19-year old Juan Carlos Duarte and Francisco Reyes exchanged words during the event. Francisco responded by shooting Juan in the head in front of dozens of witnesses. Juan died and Francisco fled, not having been seen since.

Thoughts? In 2014, authorities in Santa Rosa, California came up with their 10 Most Wanted fugitives and Francisco was the oldest case on it. Later this month, Francisco would turn only 64-years of age so it's quite possible that he's still alive. If Francisco can shoot a young adult in the head in front of dozens of people, he really doesn't have a regard for human life and the consequences that comes with it, so he is still a significant threat to the general public.
