(Above photo credit: Amarillo P.D. website archives) Additionally in 1999, authorities thought that Jose Mandera Rios was arrested in Ontario, Canada. A computerized database search of a man similar to Jose at first suggested he might be the fugitive, but an investigation determined he was not Jose Rios. That case of mistaken identity caused a great deal of pain to the family of Lily Rios, especially the daughter who witnessed Lily being murdered at the hands of Jose. Based on archived law enforcement websites, our advice for anyone with information on the whereabouts of Jose Mandera Rios would be to call the Amarillo Police Department at 806-378-9452.Also any news-related updates on this case can be forwarded to us at amwfans.com/thread/1662/website-contact-form ---Thoughts? Jose Mandera Rios was another fugitive I found on an archived law enforcement website back when I was browsing through those old websites. I found a listing as recent as 2009, but as with those other cases, any proof that Jose Mandera Rios has since been captured would be wonderful to see. If he is still at large, then he may actually still be in the United States somewhere since he was last known to be in San Jose, California. amarillo.com/stories/1999/04/02/new_arrested.shtml#.WBXr2vkrJ1sweb.archive.org/web/20090401000427/http://www.surflocal.net/AmarilloTX/Amarillo%20Crime%20Stoppers%20Inc/index.html

Thankfully we saw a mistaken identity arrest of Samuel Cavalario turn into an actual arrest just months later. Hopefully karma works out and Rios is one day arrested for the alleged murder of his wife.
