From The Charley Project:
Quinn was last seen on Friendship Court in his hometown of Charlottesville, Virginia on July 4, 1998. He was at home by himself that day, and when his father came home he was gone. He has never been heard from again. Authorities believe that Quinn left of his own accord. He may be in the company of drug dealers in the Harlem, New York or Detroit, Michigan areas, or he may have remained in Charlottesville after his disappearance. His case remains unsolved.

Thoughts? I am placing Quinn's case in the missing on tv section since the Charley Project lists America's Most Wanted as a source reference. Meaning that Quinn's disappearance was profiled on either the show and/or its website. At the moment, I am unsure as to what capacity.
