From southcountycrimestoppers.org:
On April 10, 2002 at 10:30 pm, twenty one year old Frank Alvarado was walking back to his home from the Quick Stop located at Alameda and Main St., in Manteca. Mr. Alvarado lived behind the store and earlier had a verbal argument with Gallardo and Barajas. It appeared that once the argument was over the two suspects waited until Alvarado came walking out of the store and they then shot him repeatedly with a .22 caliber rifle. Mr. Alvarado was seriously wounded and died several days later at San Joaquin General Hospital. Police conducted the investigation and using witnesses information and by tracking the activities of Mr. Alvarado prior to the shooting developed Gallardo and Barajas as suspects. Several searches were conducted of homes in the Manteca areas for these two and they were not found. All leads developed had police believing that these two fled to Southern California or possibly to Mexico within several days of the shooting. The vehicle used in the shooting was found in a residential area in Los Angles where it had been abandoned for several weeks. Evidence found in this vehicle also assisted in confirming what police already new, that Gallardo and Barajas were the murder suspects.
Police have developed some additional leads that cause them to believe that these two suspects on occasion return to the greater Manteca area. These suspects are associated with a document gang in San Joaquin County and that this gang could be concealing them when they return to the area.
South County Crime Stoppers is offering up to a $1,000 cash reward leading to the arrest of these two individuals. The police do consider them armed and dangerous and they should not be approached by anyone other then law enforcement. If you do call Crime Stoppers you do not have to give your name. The crime stoppers number is 209-823-4636.

Thoughts? The above site is a little outdated, they still have now captured fugitive William Balser still listed on there, but since I don't see any articles suggesting capture and/or don't see their names in the California inmate database, I am going to assume Gallardo and Barajas are still at large. (Of course always feel free to email the site if you found/find out otherwise.)
