Caution: George Edward Wright is wanted for his involvement in a series of crimes dating back to 1962. On November 23, 1962, Wright and an accomplice, who was arrested, shot and killed the owner of a gas station in Wall, New Jersey, during the commission of a robbery at the business. On December 13, 1962, Wright was indicted for the murder. He entered a plea of "no defense", and was sentenced to prison for a period of 15 to 30 years. Then, on August 22, 1970, Wright escaped from the New Jersey State Prison in Leesburg, New Jersey. The State of New Jersey issued an arrest warrant for Wright after he was charged with escape and, on August 26, 1970, a federal arrest warrant was issued for Wright in the United States District Court, District of New Jersey, Trenton, New Jersey, after he was charged with unlawful flight to avoid confinement. On July 31, 1972, Wright, and others who were arrested, hijacked a Delta Airlines jet en route from Detroit, Michigan, to Miami, Florida. The hijackers used handguns and made threats against the passengers on the plane. At the time, Wright used the name Reverend Larry Burgess, wore the clothing of a cleric, and carried a Bible. He used a gun concealed in the Bible to confront the aircraft's pilot and crew. After a ransom was delivered to the hijackers, the passengers were released in Miami. The hijackers and the plane's crew then flew to Boston, Massachusetts, refueled, picked up an international navigator, and flew to Algiers. The plane and ransom were then returned to the United States Government, while the hijackers remained free. On September 26, 2011, after more than 40 years as a fugitive, Wright was arrested in Portugal. He was released from custody in October of 2011, and remains in Portugal, where he continues to live. Wright was captured in Portugal but they refused to extradite him on the grounds that he was considered a Portuguese citizen. So he became a free man again. Maybe this is to put pressure on Portugal, I really don't know. There was a 48 Hours special on this case and I'm working off memory but I can swear they said even though Portugal refused to extradite, Wright basically disappeared and/or started to lay low again- in other words, he wasn't openly living and being an "activist" like Joanne Chesimard for a time in Cuba. Speaking of that 48 Hours special, I'll move this to fugitives on tv. (usually the criteria is the fugitive case has to be profiled on a crime show and not a news show, but in addition to 48 Hours, this is a relatively public case so I'll use that as well for justification). en.wikipedia.org/wiki/George_Wright_(fugitive)

Could George Wright this time around be added to the FBI ten most wanted list as a means to put pressure on Portugal?
Since he's once again laying low there it reminds me of that one case where the guy was arrested in Ireland but let go because of the extradition treaty, but the 48 hours documentary is what I was just watching to see what I could get out of it information and opinion wise from law enforcement.
Understandable why they would re-add him as it's been 6 years almost.

Understandable why they would re-add him as it's been 6 years almost. I have no idea, it would be a weird decision to put a guy on a most wanted list when Gerena was taken off the list for essentially the same reason. (refusal to extradite).

As of July 15th, 2018, Wright is still listed on the FBI's website as a wanted fugitive. (Same link as in the OP)

It’s been 10 years since Wright’s capture in Portugal and he’s still on the FBI website as of November 15, 2021.

Yeah I mean it doesn't look hopeful but they left Chesimard up there and Gerena on the top ten list forever so it makes sense.
