Manuel fled the scene but was arrested shortly afterwards. It was determined that he was driving while intoxicated. Manuel then posted a $25,000 bond to get out of jail then disappeared. --Thoughts? Thanks to newspapers.com for saving a 2000 article about vehicular homicide fugitives out of the Palm Beach County area. Sadly 17 years later the state of Florida still has a huge problem with DUI/vehicular homicide fugitives. I should stress here I believe the reason Toy is listed as "white" is not because the FDLE is trying to be politically correct but by technical legal definition some agencies, seemingly Florida and Texas basically just consider anyone who isn't African-American white.
Toy appears to be of Latin descent, so it is of course possible Toy is in a Latin American country.
(Once again, bad guys/girls come in all shapes sizes and colors. Toy is a bad guy not because he's Hispanic but because he allegedly committed a DUI homicide)

Toy's warrant is no longer visible in Florida's statewide warrants database, but it is still listed in Palm Beach County's court records database. There seems to have always been issues with Palm Beach County warrants showing in the FDLE database.
I also did not see a UFAP (Unlawful Flight To Avoid Prosecution) case for Toy in PACER.
