On October 3, 1990, authorities in Rockland County, New York say Jerry Martelly allegedly raped a 12-year old female relative while her mother was away. Jerry was arrested in January of 1991 but posted bail and fled.
Based on crime location, it is advised to contact the Rockland County Sheriff's Department at (845) 638-5400 if you have any information on Jerry Martelly's whereabouts.

Thoughts? At one point until fairly recently I believe, the Rockland County Sheriff's Department actually had a pretty good Most Wanted page. Sadly that's no longer online but I did confirm Jerry Martelly as still being wanted by their online warrant list. The warrant list actually spells his first name as "Gerry" but the Newspapers.com publication from 1992 spells his name as "Jerry".
