In 1990, Abdulrafiu got into a street confrontation with the brother of a woman he had approached. As a result, Abdulrafiu shot and killed an innocent bystander who was in the area. Abdulrafiu fled but was convicted in absentia in 1993.
After years of no developments in the manhunt, in 2011 the Chicago Tribune as part of their Fugitives From Justice series found out that in 1999, he had signed land papers to his wife in the Chicago area. The public land papers lists Abdulrafiu's legal contact in Lagos, Nigeria.
Based on crime location, it is advised to contact the Cook County Sheriff's Office at (312) 603-6444 if you have any information on Abdulrafiu Shokunbi's whereabouts.

Thoughts? This is going to be a really tough manhunt to resolve if Abdulrafiu is still in Nigeria, where according to the Chicago Tribune he's a native of. Hopefully he slips up and returns to the US and gets identified at customs.
